Makes sense to me. Heck, you could even have several options:
Accept whispers only from friends and guild mates
Accept whispers from friends, guild mates, and alliance members
Accept all whispers

Yeah...if you get someone wispering you just ignore them. That way, your still online and can get all of your wispers from guildies.

I don't see any reason why we shouldn't be allowed to restrict messages to friends only.
The problem with the ignore list is that you have to manually add/remove people, and you can't keep people on the list if you need to add others. 99.9% of the time, I am not at all interested in talking to people who aren't on my friends list, so it would be easier for me if people just couldn't message me at all in the first place.

Think about this: A guild is recruiting in HA id1 because that's where most people are. (or LA or something if it's a PvE guild). Someone is interested in joining and wants to PM the guy, but he can't because Anet implemented a system where you can only receive whispers from certain people. He tries to spam "I WANT TO JOIN" in all chat, but the officer doesn't see it because HA/LA id1 is so busy.
Someone wants to sell his newly farmed <random green weapon>. He goes to LA and spams 'WTS <random green weapon> 10K PST' but noone CAN pst him, because Anet implemented a system where you can only receive PM's from certain people.
I don't mind if they implement this feature, as long as you have the option to receive whispers from everyone. I'm never bothered with random whispers from people, so I don't need such a system.

I think that in the 1,777 hours played on my account, I've recieved below 20 pm's I could do without.
I fail to see why this should be implemented. As others have said, if people are bothering you, put them on the ignore list. If you have more than 15 people bothering you at the same time, there's something wrong.

Well, the pms I've had, or the rude people who I've encountered spent maybe a maximum of two days on my ignore list. After that they won't even bother again. And if someone pms me about i.e. selling something, I just let them know I'm not interested.

You can always not respond to negative messages, and the other person will assume you're not disturbed or you didn't hear it. There is also setting your status to "offline" after the first message.

Do not Disturb leaves a reply to the messenger that you are on 'Do Not Disturb' mode and if you don't respond, they will sometimes spam you until you do respond with a 'RED ENGINE GORED ENGINE GORED ENGINE GORED ENGINE GO you' or something of that nature.
'Offline' status makes you unable to continue a discussion with a friend or someone that wants to buy your item that you are advertising.

i am however for signing an increase in the size of the ignore list.
10 is a bit small if you're like me and like to put scammers on ignore, so you dont one day accidentally deal with them under an alternate name; or if people pm you out of the blue.
overall, a blanket blocking of pms is a bad idea, but adding more slots to ignore can cause no downsides.

I don't know what you all need more than 10 ignore slots for. I mean, scammers? Just be aware of the trade you make. People who insult me, well, I just tell them to grow up and talk to them in a way they got nothing else to say without insulting or cussing, it works. If that doesn't help, one day on the ignore list is enough for most people.
